Use GitLab's fleet for macOS ARM architecture CI

The scope of this MR is step 2 of a 3-step CI migration activity:

  1. ✅ Move x86_64 off GitLab and onto Andromeda (self-hosted Intel runner). 👉 !5300 (merged)
  2. ➡ Move arm64 off Antlia (self-hosted ARM runner) and onto GitLab.
  3. ⬜ Investigate moving x86_64 from Andromeda to GitLab arm64 (cross-compile).
