Larger backports: Fix measure tool info on scaled objects, add missing tooltips to Align and distribute dialog

  • Fix measurement tool show incorrect information on hover (missing scale factor) (!4678 (merged), #1367 (closed))
  • Stop losing tooltips in align and distribute dialog when opening it for first time (!4571 (merged), #3585 (closed))
    • Note wrt cherry-picking/backporting, this shouldn't add any new strings. Generating an inkscape.pot before and after this commit shows that existing strings have new locations added, no new strings are added and strings are not changed.
