DRAFT: downgrade libxml2 version in windows CI/CD

nathanal/inkscape:oldlibxml2 into 1.2.x

TODO:

  • check this works as is ✅
  • host the libxml2 files ourselves
  • If acceptable (instead of this solution), switch to graphics magick in 1.2.x either now or after 1.2.3 release.

Note: this is not supported on ARM (we don't have imagemagick6 package).
