Update macOS build pipeline to v0.65

René de Hesselle requested to merge dehesselle/inkscape:packaging_macos into 1.2.x

Use the official numpy wheel and don't build it ourselves. This avoids an issue with a broken accelerator on macOS. Fixes #3551 (closed)

Update jhb to v0.15.
