Display translations artifacts on main download page

Always run translations job in gitlab CI/CD, even in scheduled pielines. This allows the main download page (https://gitlab.com/inkscape/inkscape) to show it.

We only run a few scheduled jobs fortnightly.

By the way, the scheduled jobs on 1.1.x should be stopped.
