Improve gtk performance on Mac

Jabier Arraiza requested to merge jabiertxof/inkscape:fixTMacPerformanceOnSomeThemes into master

This MR globally disables box blur on buttons.
Some users reported that this significantly improves performance on mac.
As far we know this don´t affect to other OS, seems thy hadle well the extra space provided by box blur.
So I constrain the code to be OS mac specific.
