Fixes #3475 - extensions not translated on Windows if profile path contains no-ASCII characters
requested to merge kai.schroeder/inkscape:bugfix_3475_extensions_not_translated_on_Windows into master
- bindtextdomain() doesn't understand UTF-8 so the gettext catalog directory path have to be converted on Win32
