Add solarized color pallet preset

Gergely Horváth requested to merge horvathg.1988/inkscape:hg-add-solarized into master

Solarized color scheme is a "Precision colors for machines and people" (source). The added file contains a working scheme. Earlier I used it in my ~/.config/inkscape/palettes/ folder.
