In the LPE dialog, currently we show active PowerClip and PowerMask even if couldent be applied

Jabier Arraiza requested to merge jabiertxof/inkscape:powerclip-mask-disabledOnNonClipedMaskedItems into master

Because this effects cant be applied if the element not have a clip or a mask previously I check for it and disable the item when no effewct can be applied
