update macOS build pipeline

This update is about various internal "quality of life" improvements, most notably the usage of ccache to speed up Inkscape compilation in CI.

Other improvements (as listed in the commit) are:

  • Update JHBuild's Python.
  • Make Python.framework versioning easier.
  • Redirect pip cache directories to TMP_DIR.
  • Make run_annotated more compatible.
