Use user interface files for the user interface

To replace the user-interface generation xml with ui files in share/ui/.ui, these files can also be over-ridden in the user's own inkscape directory ~/.inkscape/ui/.ui and will allow some small amounts of user experience experimentation.

More will follow, but this first one is key as it includes improvements to src/io/resource.cpp
