Connector tool: can't select objects at border of larger objects

Steps to reproduce:
- Open Connector.svg in Inkscape
- Switch to the connector tool (Ctrl+F2)
- Try to connect to the smaller circle.
- (additionally) try to connect to the large circle by moving the mouse through the smaller circle
What happened?
The point of connection disappears as you approach it (as the bigger circle gets highlighted instead).
Note in the video below, for the briefest of seconds, I could have connected it (I have connected it when I wasn't recording). However, it shouldn't be so difficult.
What should have happened?
Keep the point of connection available while inside a shape.
We could maybe do some prioritisation of selected objects as a possible solution?
Edit: oops, wrong place. Moving back since I'm not sure if this is a definite problem to be solved (since it is possible to select the object)
Edit: should confirm that this occurs regardless of the z-order. It is related but not the same as the issue suv mentioned in the comments https://bugs.launchpad.net/inkscape/+bug/1433115
