expander arrows missing in win32 theme

Summary:

Expander arrows are not displayed in win32 theme. Affected places include the features tab of text and font dialog, 'advanced options' in export dialog, 'set default properties for path effects' etc. (minor locations)

Steps to reproduce:

• open Inkscape on windows
• switch to win32 theme
• open Text and Font dialog
• switch to features tab

What happened?

• Arrows are missing (see attachment)

What should have happened?

• Arrows should be present (see attachment)
