Locked guides clickable + showing snapping information when dragged
Steps to reproduce:
- open Inkscape
- create a horizontal guide
- double click the guide and make it locked
- create another horizontal guide below the first one
- go to the first locked one, click and drag to the other one
What happened?
When snapping is on, looks like it displays the snapping message, even though the guide I'm trying to drag is locked.
What should have happened?
The locked guide shouldn't be clickable/draggable at all. IMHO, it would be the best to do something like this: when the guide is locked, one can hover over click on it, and nothing happens, not even when one clicks twice. What I'd do is something like with normal objects: you can't access the locked guides in any way, unless you hover over it, and then do right mouse click and unlock everything behind.
