add python package 'packaging' to build dependencies

The Inkscape extension 'Optimized SVG Output' (id: org.inkscape.output.scour_inkscape) is replacing the deprecated python package 'distutils' with the package 'packaging'. This commit adds the necessary dependency to the CI Base Image.

Please note: I did not find any suitable package for python-packaging for distro 'Arch Linux, Manjaro'.
