Ubuntu 23.10 is nearly EOL, and Ubuntu 18.04 is EOL, so remove mentions
of both from the install_dependencies.sh script.

Stop building Glibmm 2.78.1 from source in Dockerfile, since the system
version is already 2.78.1.
