Inkscape 1.3 never starts

hello everybody, Inkscape 1.3 on Windows 10 never starts. just like described in #9397 (moved) ticket.

I tried the Powershell script but no result ,it stays hung. Can you help please. Here you will find the two trace files of install and laucnhing
