Unable to Open PDF Files After Installing Inkscape 1.3 Version

After upgrading to version 1.3, PDF import does not work
Steps to reproduce:
- open Inkscape
- import file
- choose PDF file (exported from SVG generated by using Inkscape)
- choose options in PDF import dialog
What happened?
I recently upgraded to Inkscape 1.3 from version 1.2.2, and I am facing an issue with opening PDF files. Previously, I had no problems importing PDF or PS files into Inkscape 1.2.2, but after installing the new 1.3 version, I encountered a problem. When attempting to import a PS file, the PDF import option dialog appears, but further progress does not occur (the program becomes unresponsive).
I also tried exporting an SVG file created in Inkscape 1.3 as a PDF and then attempted to import it, but it still didn't work.
I have uploaded a sample PDF file that I tried to import, and I would appreciate it if someone could verify if it is importable.
What should have happened?
PDF file (exported from SVG file, which is generated by using Inkscape) should be opened.
