Recent file list is not updated when a dicument is opened directly from Windows

Summary:

If a document is opened by double-clicking its icon in Windows, the recently used file list is not updated.

This issue may be similar to #5849 (moved), except from the fact that the list remains not updated even after Inkscape is restarted.

Steps to reproduce:

  1. In Windows, navigate to a directory where an Inkscape document is saved;

  2. Double-click the document icon;

  3. Wait for Inkscape to start up;

  4. Go to the File -> Open Recent menu.

What happened?

The document just opened is not listed among the recently used documents.

The opened document should be listed among the recently used documents.
