save optimized svg: number of significant digits must be 1 or more

Summary:

in the 'save optimized svg' dialog
i can set 'number of significant digits' to zero
but scour (the svg optimizer tool)
requires a value of 1 or more

Steps to reproduce:

1. file
2. save as
3. optimized svg
4. set 'number of significant digits' to zero
5. ok

What happened?

error in python console is: ValueError: prec must be in [1, inf]. got: 0 file is not saved

What should have happened?

the 'save optimized svg' dialog should not allow value zero
