Not able to change the language of the interface

Steps to reproduce:

open Inkscape
Edit > Preferences > Interface > Language (require restart) --> Select another one (I tried French and Spanish)
Close the Preferences dialog
close Inkscape
start Inkscape

What happened?

Interface is still in English (it is the system language)

What should have happened?

The inteface should have switched to my selected language

Inkscape Version and Operating System:

Inkscape Version: 1.0rc1 (09960d6f05, 2020-04-09)
Operating System: Windows 10 Pro
Operating System version: 1903

Inkscape was installed with the msi file.
