Margin / Image not entirely filled when saving to EMF File

Steps to reproduce:

• Open Inkscape
• Set Document size to 32x32px
• Add an rect in the same size as the document (32x32px, on x/y 0)
• Save copy as EMF file

What happened?

The exported file seems to have some margins:

• The image is too small when used in App
• When opening in Paint there is a white(transparent?) border on the right/bottom (image size shows as 426x426px, 400x400px is the "filling" rect)

What should have happened?

The exported file should be entirely filled / without margin

NOTE:
Never noticed this with older versions.
I tested with older versions, which seem to have the same issue, but not that extreme. (16x16px emf shows as 15x16px - with latest inkscape version only as 14x14px).
I also checked a few files I did around September 2014, and those seem totally unaffected.

• Inkscape Version: 0.92.4 (5da689c313, 2019-01-14)
• Operating System: Windows
• Operating System version: 7 (SP1)
