What does the merge request do?
Following @dehesselle's input in todays dev meeting and @Moini's comments about release notes creation, I propose to add a merge request template.
This MR uses said template.

Summary for release notes
Developers now have a standardized way to describe their contribution, and to communicate the changes to the Documentation team for the generation of the release notes.
