refactor SectoriseAddressService to richer Users::GeoSearch service model

  • the new object encompasses the previous responsibilities of Service.searchable and Motif.searchable.
  • the SectorisationUtils weird module is also moved to GeoSearch
  • preliminary to #927 which will further add behaviour to this GeoSearch service
