Release 3.0.0 - Cloudsim library

This release includes the following MRs:

• Enable Kustomize support !478 (merged)
• Extract SubT from Cloudsim !480 (merged)

All the open MRs will be closed and no new subt-related features will be accepted into this repository. We'll also remove the develop branch to move into a feature branch workflow for future MRs.

This repository will now be referenced as cloudsim library starting this version.
