Add phase_config command to replace phase_level

Fixes #553 (closed).

This lets users set the TEM00 phase behaviour in a more intuitive way than the Finesse 2 style bitfield.

Model.phase_level (the old way of doing this) now has a deprecation warning. We might want to remove this now if we think it's just Anna using it...?
