Update mysql.sql, set ENGINE=InnoDB, set CHARSET=utf8mb3

Walter Doekes requested to merge wdoekes/rafis:ossobv-use-innodb-use-utf8mb3 into master

In the Dutch version they were all already utf8mb3. See the ravib!3 MR for the ENGINE=InnoDB change.
