global options should only be added to analysis routines

When supplying global analysis options as part of the merging, it will add the option to the /RAW bit if the histogram doesn't have an analysis field. Not sure why this hasn't shown up before, but the option should only be applied to analysis routines - fixed in this change set, and added some documentation on how to merge routines that support different energies.
