Remove and replace distutils, as disutils package is not available in the newest python

Remove and replace distutils, as disutils package is not available in the newest python Note:

  • m4/ax_python_devel.m4 is just the most recent official version

This should also help to avoid build errors like #230 (closed)

Some more testing could be required with the newest python (well, newest implies it), also extra requirements like setuptools should be added where aappropriate.
