Added more options to rivet-nopy

In this MR:

  • Implemented more options to rivet-nopy.
  • The parsing of options is handled by gengetopt.
  • The rivet-nopy is marker as an installable executable.

The motivation for this MR is to make rivet-nopy more usable. The rivet-nopy on itself is very handy for profiling and debugging of Rivet.

Same as !313 (closed), but targets release-3-1-x branch.
