Setup for weekly run of full validation

Louie Dartmoor Corpe requested to merge dev-ci-re-instate-modified-anas into release-3-1-x

Validation runs if VAL=1 and ALLANAS=1, for one OS only to save time. Could in future be improved to use caching but let's leave that for a future MR. Will run weekly in the background due to scheduled pipelines which set those vars.
