Hagrid is unreliable for distributing revocations.
Here is an OpenPGP secret key.
By publishing the secret key here, anyone can have access to it and can create any certificate from it.
The safest thing to do with such a key is to revoke it so that anyone who checks for updates will know that it is revoked.
However, testing.keys.openpgp.org
cannot distribute a revocation certificate for it, because its primary key is "blocked" by a subkey attached to a different certificate.
