Allow admins to set up a LBRY reflector

The tool should have a mode -- even if I don't use it -- in which it mirrors indexed content from LBRY by getting it and reflecting it back out.

It should also have a separate, disable-able feature to enable direct downloads from the index.

Bit confused with the language on this one. By mirror, do you mean storing the files on the server so that files aren't only depending on Odysee's cdn?

Yes, sorry. This is one of several issues I need to doctor up because it was written for me.

This depends on #54 (closed) because we need LBRY integration within the container. The idea being we download every release file and do whatever we need to do to seed it back to LBRY. I can't remember the exact wording for the feature off the top of my head.

I haven't confirmed it yet, but from what I understand, just running the get method from the lbry api, it will download the file and automatically start mirroring for you, as long as you keep the lbrynet program running.
