ignore: Add 'ignore-path-is-ignored'.

Fredrik Salomonsson requested to merge plattfot/guile-git:git_ignore_path_is_ignored into master

  • Add binding for git_ignore_path_is_ignored.

  • Add make-int-pointer and pointer->int for it to work. Not sure if that's the right approach or not.

  • Add simple test that just creates a .gitignore for the simple repo, then check the files against the rule.
