aqm-eval-suite: Migrate aqm eval

This MR migrates the #2 existing aqm-eval-suite module from https://github.com/aqm-eval-suite/ns-3-dev-git and applies formatting tool.

Merge !1 to this branch first before merging into main to ensure the pipeline passes and clean the commit history according to the ns3 practices.
