Add SYCL implementation of Nbnxm::gpu_get_f

Andrey Alekseenko requested to merge nbnxm_RemoveExtraGPUForceGetter_sycl into nbnxm_RemoveExtraGPUForceGetter

and an OpenCL stub of this function.

I think merging it into !1583 (merged) directly makes more sense than making it a separate commit in master, but no strong preferences.
