Update Docker images for GitLab CI

We can probably tag the the 2022 Docker images as "final", to avoid checking for more recent versions and to allow latest
to deviate for release-2023, as necessary. (Or are we not doing that? I can't remember the discussion from last fall...) -
For 2023, we can probably just test Python 3.7 and 3.10. -
I can't get some of the images currently in use to build with the current recipes anymore. There are probably some fiddly package names or versions that need to be adjusted. [ ] We should have an image with a more recent version of Doxygen so we can be ready to finish decoupling from 1.8.5.-
We should include a few more base Python packages, especially after #4545 (closed)

We can make further updates later. The priority is to stabilize the test environment for the beta release.
