Fixes compilation with Intel compiler on AMD Zen 4 generation CPUs,
while still supporting Intel CPUs.

The only advantage of older style compiler flags which we used prior
is their availability with the Intel Classic (pre-oneAPI) compiler,
which don't support since 2022 release.
