CI: upgrade some code quality jobs

Going forwards, for the Ubuntu-based jobs I think we should track LTS releases for these. Upgrading these every 6 months is churn for not much gain.

Having said that, the Pylint job doesn’t seem upgradeable because the version of Pylint we’re pinned to crashes on Ubuntu 24.04. This problem should go away at the end up June when CentOS 7 is EOLed and we can move our version of Pylint forwards.
