Fixes CMake static support on Windows
BUILD_SHARED_LIBS was added but was not tested on Windows which is known to be more complex due dll export/import.
The 17.0 major release is coming on May 16, 2024! This version brings many exciting improvements to GitLab, but also removes some deprecated features.
