CI: install msys2 from msys2.org instead of with choco

Magnus Jacobsson requested to merge magjac/graphviz:install-msys2-from-msys2.org into main

This should hopefully avoid the timeout problems we've had lately with installing MinGW with choco, even though the very few last days even that has worked without any issues, but hat might just be because of the holidays.
