Add MinGW CMake build jobs to CI

This commit series still uses a mixture of .def files and Microsoft storage-class attributes. The changes are almost the bare minimum to get MinGW CMake builds running in CI. More cleanup and removal of the .def files will follow in upcoming MRs.
