[Output Generation] Bad jpg output from cairo on wide bitmap

DESCRIPTION
The output of dot -Tjpg on the input graph appears to produce a monochrome block. The output using -Tjpg:gd produces a correct, though much larger, file.
ADDITIONAL INFORMATION
[ellson] Bitmaps from cairo fail when x or y > 2**15
My theory is that gd, libpng, libjppeg are less restrictive and are able to handle x_y < 2_16, which allows it to handle tall or wide images where one axis is > 2**15.
I am corresponding with the cairo list to see what the expected limits are, then I will generate a dot error if the size is exceeded.
