[Build/Install] Offer .tar.xz files too

DESCRIPTION
Consider offering .tar.xz versions of your downloads in addition to the .tar.gz versions you already offer. The xz format's lzma compression is considerably better than gzip, resulting in significant savings in bandwidth for you and your users:
$ tar xzf graphviz-2.29.20121022.0445.tar.gz $ gnutar cJf graphviz-2.29.20121022.0445.tar.xz graphviz-2.29.20121022.0445 $ ls -l graphviz-2.29.20121022.0445.tar.* -rw-r--r-- 1 rschmidt wheel 23008950 Oct 22 16:31 graphviz-2.29.20121022.0445.tar.gz -rw-r--r-- 1 rschmidt wheel 16717132 Oct 22 16:34 graphviz-2.29.20121022.0445.tar.xz $
It'll also save time and disk space for your users and services that archive copies of your files (like MacPorts).
Many of Graphviz' dependencies, including pango, cairo, glib, and libpng, already offer .tar.xz downloads.
