[Build/Install] Compiling without pangocairo fails when libLASi is installed

DESCRIPTION
make[3]: *** No rule to make target ../../plugin/lasi/libgvplugin_lasi.la', needed by
dot_builtins'. Stop.
STEPS TO REPRODUCE
- install libLASi 1.1.1
- with CPPFLAGS/LDFLAGS/CPATH/LIBRARY_PATH pointing to the directory where libLASI is installed, in the graphviz source directory, run ./configure --without-pangocairo && make
ADDITIONAL INFORMATION
In 2.28.0, there was no build failure. The presence of lasi was detected:

And then nothing got built for it:

I guess lasi requires pango? And should not be enabled when pango is explicitly disabled?
