Tooltips don't pop up in HTML, but link href does
Steps to reproduce
Render the following document to PDF:

View it in a PDF viewer like Preview.app.
Expected Behaviour
I expected to see the text hi mom
when hovering over the node.
Actual Behaviour
I see https://example.com
when hovering over the node.

Additional info
I don't actually need an HREF
on this node, but according to #1425 (and what I observe), no tooltip is displayed at all unless there's an HREF
. So the primary bug here is that tooltips don't display unless there's a link, and the secondary bug is that even when there's a link, they still don't display as intended.
There's a possibility that this depends on the particular PDF viewer, I haven't tried multiple viewers.
