Cario and PangoCario link libraries are no longer found in Ubuntu 18.04 CMake builds

-- Found PANGOCAIRO: /usr/include/glib-2.0
Actual Behaviour
-- Could NOT find Cairo (missing: Cairo_LINK_LIBRARIES)
...
-- Could NOT find PangoCairo (missing: PangoCairo_LINK_LIBRARIES)
OS Version
Ubuntu 18.04
Graphviz Version
2.44.2~dev.20200912.0955
Additional info
FWICT, this seem to have been working before the merge of !1533 (merged):
job: https://gitlab.com/graphviz/graphviz/-/jobs/704953432, pipeline: https://gitlab.com/graphviz/graphviz/-/pipelines/182269623
but not after:
job: https://gitlab.com/graphviz/graphviz/-/jobs/706996541, pipeline: https://gitlab.com/graphviz/graphviz/-/pipelines/182730672
More specifically it started with commit b4f998c1 if I'm not mistaken.
I'm in the process of learning CMake, but I'm still quite ignorant so I can't say much more than this.
I discovered this because I'm about to add an ubuntu18-04-cmake-test job (not yet working correctly).
