Publish plugin to the Gradle Plugins Portal

Adds Gradle plugin-publish plugin and configures it in a way that makes adding additional plugins (i.e. splitting) less repetitive - it suffices to add it to pluginList instead of both gradlePlugin and pluginBundle blocks.
