Test for chi linear in nlopt

This MR adds a quick test for the linear susceptibility in the nonlinear optics module which will be necessary while trying to address #1119 (closed). This feature has largely gone untested (and unused in articles) as there are more accurate ways of calculating the susceptibility in GPAW.
