DOC: Better message for users who don't register setups.

This just provides a few more lines of printed output when gpaw install-setups is run and the user chooses to not register the location of their setups in rc.py. Users like me who say "no" are likely trying to use the GPAW_SETUP_PATH environment variable; might as well say how to set this rather than just mentioning rc.py again.
